
Taking a massive leap toward long-term economic growth and structural transformation, the Haryana government has officially finalized its comprehensive industrial roadmap under the ambitious 'Haryana Vision @ 2047' framework. During a high-level review meeting held at the Civil Secretariat, Chief Minister Nayab Singh Saini rolled out sweeping initiatives targeting the MSME, startup, and manufacturing sectors. From establishing a specialized wooden zone in Barwala and launching 10 new industrial clusters under the 'Padma' scheme to integrating rural self-help groups with global giants like Amazon and Walmart, the state is gearing up for unprecedented industrial expansion and job creation.Barwala Wood Zone, Padma Scheme Clusters, and Rural Skill CentersA core highlight of the newly approved roadmap is the creation of a modern wooden zone and dedicated showroom complex in Barwala, designed to scale up local earnings and generate robust employment avenues. Under the 'Padma' scheme, 10 new industrial clusters are actively being developed across the state. Furthermore, leveraging local industrial traits, specialized skill centers will be established across 100 high-potential rural regions—including bead manufacturing hubs in Hisar, handloom centers in Panipat, agricultural and dairy tool setups in Karnal, and pottery clusters in Yamunanagar—while ITIs are being revamped via the PM Setu Yojana to ensure over 70% direct youth employment.E-Commerce Global Linkages and Ease of Doing Business OverhaulTo empower grassroots artisans and women entrepreneurs, the government announced plans to link self-help groups—particularly those manufacturing traditional items like Rakhis—directly with international e-commerce platforms such as Walmart and Amazon. Administrative bottlenecks are also being systematically dismantled through the creation of a "State Innovation and MSME Council" and a "Startup Advisory Council Haryana." The state's single-window clearance system is being streamlined to cut down approval timelines from 45 days to 30 days, with a target to halve that duration further, while dedicated Startup Liaison Officers have been assigned across every district.Massive Venture Funds, Green Energy Projects, and IT Hub ExpansionsBacking the startup ecosystem with heavy capital, the administration is establishing a ₹2,000 crore 'Haryana Startup Fund of Funds', complementing the already operational ₹250 crore Atmanirbhar Startup Venture Fund. The women's entrepreneurship ecosystem is receiving an 11.5 crore financial allocation to mentor hundreds of women alongside setting up industrial crèches. On the environmental and technology fronts, over 2,000 MSMEs are receiving solar rooftop incentives, a massive 10,000 TPA green hydrogen project is underway in Panipat, and Kurukshetra, Hisar, and Rohtak are being developed as premier alternative IT hubs modeled after Thiruvananthapuram's Technopark.
