
In a significant move to honor those who fought for democratic values during the Emergency (1975-1977), the Chhattisgarh Government, led by Chief Minister Vishnu Deo Sai, has finalized the draft rules for the 'Chhattisgarh Loktantra Senani Samman Nidhi'. This follows the successful passage of the Honor Bill in the state assembly, marking a major policy shift to provide long-term social security to "Democracy Fighters" (MISA detainees).Monthly Pension Structure: Tiered Financial SupportThe new 2026 rules categorize the monthly pension based on the duration of imprisonment during the Emergency period. The proposed financial assistance is as follows:Over 5 Months Jail: ₹20,000 per month.1 to 5 Months Jail: ₹15,000 per month.Less than 1 Month Jail: ₹8,000 per month.Furthermore, if a democracy fighter has passed away, their surviving spouse will be entitled to 50% of the pension amount as family pension, ensuring the family remains supported.Universal Healthcare: Free Medical FacilitiesOne of the most critical aspects of the 2026 draft is the inclusion of free healthcare services. Recognizing the advanced age of these veterans, the government has proposed:Free Treatment: Access to free medical care at all government district hospitals and medical colleges.Specialized Care: Provisions for reimbursement or cashless treatment at empaneled private hospitals for serious ailments.Priority Access: Dedicated help desks and priority queues for 'Loktantra Senanis' at public health centers.Identity Cards and Official RecognitionTo streamline the process, the state administration will issue specialized Identity Cards to all verified democracy fighters. These cards will serve as a single-window pass for:Availing the monthly pension directly into bank accounts via DBT.Accessing free travel in state-run buses.Preferential treatment in administrative offices for grievance redressal.Restoration of Honors: Reversing the Previous StanceThis move is being seen as a direct reversal of the previous administration's decision to discontinue the scheme. The BJP government has emphasized that the sacrifices of those who resisted the 1975 Emergency are foundational to India's current democratic strength.
