Haryana Cabinet: New Regulations for Coaching Institutes, Urban Development, and Healthcare Infrastructure

In a landmark meeting chaired by Chief Minister Nayab Saini, the Haryana Cabinet gave its green light to several high-impact policy decisions aimed at reforming education, healthcare, water security, and startup ecosystems across the state. From enforcing stringent safety and operational guidelines for private coaching centers to permitting nursing homes on leased residential plots and clearing a multi-crore World Bank-funded water infrastructure project, the cabinet's decisions are set to drive systemic changes across Haryana.Strict Regulations and Mandatory Registration for Coaching InstitutesLearning critical lessons from tragic accidents and regulatory loopholes witnessed in educational hubs nationwide, the cabinet approved the "Haryana Private Coaching Institutes (Registration and Regulation) Rules, 2026." Under the new framework, all private institutions preparing students for competitive exams, professional courses, and government jobs must mandatorily register via a designated online portal.Key mandates for coaching centers include:Ban on Misleading Claims: Prohibition of exaggerated advertisements designed to lure students and parents.Operational Timing Restrictions: Coaching classes are strictly barred from operating during regular school and college hours.Basic Infrastructure and Safety: Mandatory provisions for structural stability certification, fire safety clearance, proper ventilation, potable water, separate restrooms for boys and girls, and smart-class infrastructure.Fee and Staff Transparency: Comprehensive disclosure of fee structures, course contents, batch sizes, faculty credentials, and employee background verification.Registration Fees: A digital registration fee of ₹10,000 (valid for three years) with a ₹5,000 renewal fee.World Bank-Funded 'Water Secure Haryana Program' Worth ₹5,714.80 CroreAddressing long-term agricultural and ecological sustainability, the cabinet cleared the ambitious "Water Secure Haryana Program." With an estimated outlay of ₹5,714.80 crore—backed by a ₹4,000.36 crore World Bank loan and a ₹1,714.44 crore state share—the integrated initiative aims to directly benefit 4.5 million citizens across 15 priority irrigation clusters. The program focuses on rehabilitating canal channels, expanding micro-irrigation projects, tackling waterlogging through subsurface drainage, and promoting direct seeding of rice (DSR) alongside crop diversification via the "Mera Pani Meri Virasat" scheme. Furthermore, real-time water management systems, SCADA automation, and 131 new groundwater recharge reservoirs will be established.Nursing Homes Allowed on Leased Residential PlotsTo expand medical access and bring hospitalization facilities closer to residential neighborhoods, the cabinet amended existing urban development policies. Qualified allopathic and AYUSH physicians are now permitted to establish nursing homes on residential plots even without owning the land outright, enabling them to operate on leased properties. While mandatory conversion charges and valid Medical/AYUSH Council registration numbers apply, the move offers major relief to healthcare professionals struggling with real estate costs and directly benefits local residents seeking immediate medical care.Boost for Women Startups and Public Procurement QuotasSupplementing the Haryana State Startup Policy 2022, the cabinet announced lucrative incentives, including matching grants of up to ₹25 lakh for private investments, cloud computing expense reimbursements, and technology transfer support.Notably, a special package for women-led startups includes 50% lease rent reimbursements and 100% net SGST refunds. In a major push for local innovation, the state government mandated that every tenth item in government procurement will now be purchased directly from Haryana-based startups.
