Hemant Soren Government Launches Massive Inclusive Livelihood Scheme In Jharkhand

In a major step towards absolute poverty eradication and rural transformation, the Jharkhand government has officially rolled out a highly ambitious welfare initiative named the Jharkhand Inclusive Livelihood Scheme (JH-SAY). Championed under the leadership of Chief Minister Hemant Soren, the comprehensive scheme is explicitly designed to overhaul the socio-economic conditions of the most vulnerable and marginalized sections of society. Aiming to pull 25,000 ultra-poor families out of chronic deprivation, the state government has set a definitive timeline to equip these households with sustainable income sources, financial literacy, and self-reliance.A Proven Homegrown Model Earns National RecognitionWhile presenting the layout of the project, State Rural Development Minister Dipika Pandey Singh highlighted that Jharkhand has consistently been a pioneer in creating impactful grassroots models. The newly launched Jharkhand Inclusive Livelihood Scheme is a direct scaling up of the state’s highly successful Ultra Poor Graduation Approach (UPAJ), an intervention model created specifically to assist destitute households and Particularly Vulnerable Tribal Groups (PVTGs). Minister Singh noted with immense pride that the positive outcome of Jharkhand's original UPAJ framework was so profound that the Central Government officially adopted it as a structural blueprint, implementing it nationwide under the Deendayal Antyodaya Yojana-National Rural Livelihoods Mission (DAY-NRLM).Phased Distribution Plan And Immediate Financial AllocationsTo guarantee structured execution and prevent systemic delays, the state administration has divided the implementation process into highly organized phases. For the initial rollout, a total responsibility of elevating 41,000 extreme-poverty households across multiple stages has been mapped out. In the current phase, the state is targeting 16,000 ultra-poor families across six heavily rural districts, with an additional 9,000 families scheduled to join the program immediately afterward to hit the 25,000 milestone. Demonstrating immediate action, the Rural Development Minister distributed approval cheques worth over Rs 44 crore to jumpstart operations on the ground. The financial aid has been divided strategically among districts including East Singhbhum, Palamu, Godda, Simdega, and Seraikela-Kharsawan to fund local livelihood assets.Collaborative Implementation to Ensure Grassroots AccountabilityThe execution of the massive livelihood drive is being managed through a high-level strategic partnership between the Jharkhand State Livelihood Promotion Society (JSLPS) and The/Nudge Institute. Under this collaborative framework, designated field officers will visit the doorsteps of the identified ultra-poor families to provide personalized counseling, technical skill training, livestock management lessons, and direct market link opportunities. By moving away from basic short-term financial handouts and focusing heavily on long-term capacity building, the Hemant Soren-led administration aims to ensure that no underprivileged family is left behind in the state's economic growth story.
