Preparations to introduce a new University Act in Bihar, Governor held a meeting, CM Samrat also attended

Suspense Crime, Digital Desk : The Bihar government is preparing to implement a new University Act, drawing on best practices from other state and central universities, to simplify, modernize, and make the regulatory framework for higher education more transparent. The decision was made at a high-level review meeting held on Friday (June 26, 2026) under the chairmanship of Governor and Chancellor of State Universities, Syed Ata Hasnain.Chief Minister Samrat Chaudhary , Minister Sanjay Singh Tiger, Additional Chief Secretary to the Governor Deepak Kumar Singh, and other senior officials were present at the meeting. The Governor's Secretariat stated that a comprehensive proposal has been prepared after studying the university acts of 15 states to improve the regulatory framework for higher education. The meeting decided to advance this proposal and incorporate appropriate provisions into the new University Act.What was said on the appointment of assistant professorsAccording to the statement, the meeting discussed the adoption of a centralized recruitment process for contractual appointments of assistant professors in the state's newly established 211 government degree colleges. Meanwhile, during a review of the guidelines for faculty development programs, it was stated that each higher education institution will be required to organize at least one such program annually for the continuous professional development of teachers.The meeting also reviewed the effective implementation of the National Education Policy (NEP), 2020. Officials stated that all academic programs are being aligned with national standards, and that courses in 43 postgraduate subjects are expected to be approved by the first week of July.To promote research and innovation, proposals related to the Chancellor's Post-Doctoral Fellowship, the Chief Minister's Research Grant Scheme, and the Chief Minister's Research Scholarship Scheme were also agreed upon. The meeting also noted that the implementation of key digital initiatives such as the Information and Library Network (INFLIBNET), Apar (Apar), and the National Academic Depository is being regularly monitored.Instructions to provide pending degrees on timeIn order to ensure timely delivery of pending degrees to students, instructions have been given to complete this work by September 30th, avoiding unnecessary difficulties. The meeting also discussed steps being taken to implement deadlines for teacher promotions and transfers, ensuring discipline and regularity in administrative processes.According to the statement, the Governor said that the coordinated and effective implementation of these initiatives will significantly strengthen transparency, accountability, digital governance, academic quality and student-centric administration in the higher education system of the state.
