But in Punjab's case, the choice of which departments are being reorganised carries some weight.Power is arguably the most politically sensitive department in Punjab right now. The AAP government's promise of 300 units of free electricity per month was one of its most prominent poll commitments, and managing the state's power infrastructure while keeping that promise financially sustainable is no small task. Handing this to Saundh suggests the government wants fresh energy — no pun intended — in handling this critical area.The Industries portfolio going to Aman Arora is also worth noting. Punjab has been working to attract investment and rebuild its industrial base, and this appointment could signal a more focused push in that direction.The Local Bodies Portfolio - A Department That Keeps Changing HandsIf there's one portfolio that tells the story of the Mann government's cabinet journey, it's Local Bodies. The department has passed through so many hands since March 2022 that it's worth tracing the full timeline.When Bhagwant Mann formed his government on March 16, 2022, he initially kept the Local Government Department with himself. That didn't last long — in the first cabinet expansion on July 5, 2022, Dr. Inderbir Singh Nijjar, MLA from Amritsar South, was brought in to handle it.Less than a year later, Nijjar resigned on May 31, 2023, and the portfolio moved to Balkar Singh, MLA from Kartarpur. Then came a major cabinet reshuffle in September 2024, when Dr. Ravjot Singh, MLA from Sham Chaurasi, took over as Local Government Minister. Another reshuffle followed in January 2026, transferring the portfolio to Sanjeev Arora.And now, with this latest change, it lands with Harjot Singh Bains — making him at least the sixth person to handle this department since the current government took office.
