UPI Transaction Fee Clarification: Government Addresses 1.1% Charge on Certain Wallet Payments Over ₹2,000

UPI Transactions: UPI continues to gain traction across multiple nations, with India remaining its flagship market. Daily evaluations reveal an accelerating adoption curve, spanning from street-corner produce purchases to e-commerce settlements, with the majority of consumers embracing its instant interface. Recent reports suggested the introduction of a tax on individual UPI transactions exceeding ₹2000. In response, the government has categorically denied any such proposal, characterizing the claims as unfounded and misleading. The Ministry of Finance re-emphasizes the administration’s ongoing dedication to fostering digital transaction ecosystems, assuring users that UPI will remain untaxed at the transaction threshold in question.As reported in the Financial Express, Rajya Sabha Member Anil Kumar Yadav inquired of the government whether a proposal to levy GST on UPI transactions exceeding Rs 2,000 is under consideration. He also sought clarification on whether the government has received any public petitions opposing such a measure. The government replied through the Minister of State for Finance, Pankaj Chaudhary, who stated that any alterations to GST statutes hinge on the GST Council’s advisement. No such advisement from the Council has materialised. The Revenue Department reaffirmed that, as a constitutionally established entity, the Council alone determines tax structures and exemptions; consequently, the introduction of any new levy remains moot in the absence of the Council’s endorsement. At present, GST is inapplicable to any UPI-related activities, whether peer-to-peer or peer-to-merchant, regardless of the transaction value. The public has embraced UPI for its expediency, simplicity, and cashback incentives.Unified Payments Interface (UPI) functions as a real-time payment infrastructure designed to facilitate seamless digital transactions. By enabling users to execute money transfers from the comfort of their residences, UPI simplifies the payment process. One need only download and configure a UPI-compatible application, such as Paytm, PhonePe, BHIM, or Google Pay, to participate. A noteworthy feature of the UPI framework is its ability to complete transactions using minimal information; payments can be initiated using a QR code, mobile number, or the UPI ID of the recipient. This eliminates the necessity of disclosing exhaustive bank account details, as the transfer is authenticated and processed solely through the unique UPI ID.
